Which is worse? Being the OFFENDED or being the OFFENDER?

Well... (weighing the thoughts in my mind) it seemed upon first glance, being hurt would categorically be worse. Having to go through pain emotionally, physically and even sometimes mentally as well as psychologically just doesn't sound like a dish requested often by patrons from the menu of life.
People get hurt all the time, whether robbed by a thief, betrayed by a friend or dumped from a relationship, it seems there is no escaping it. These victims of offence must get the brunt of it.
However, upon further pondering, it seemed that being the offender brings no lesser negative dividends. Firstly, the guilt and regret that fills up one's soul could be equally (if not more) likely to eat up or drive the person to greater turmoil.
Recalling historic cases such as Judas hanging himself after betraying Jesus amongst others emphasises this point.
